Throughout the Pacific, social sector reforms encounter a recurring pattern of disconnections that weaken their impact in island communities:

- Digital tools are introduced without accounting for limited connectivity, small IT teams, and institutional preparedness
- Pilot programs are tested in one atoll or province with no clear route to nationwide reach
- Workforce strengthening is sidelined, leaving small public services without the depth to sustain reform
- International advisors deliver reports that fail to account for traditional governance, ocean-based livelihoods, and cultural practice
- Disaster response mechanisms for cyclones, tsunamis, and sea-level rise are improvised instead of pre-built and ready to activate
