We assist Pacific governments in grasping the full cost of implementation and matching it to budget structures. This covers costing models calibrated for small economies, fiscal impact analysis, budget classification alignment, and guidance on financing strategies that account for donor funding cycles and climate adaptation budgets.

Evidence, Measurement, and Learning Design

We build the monitoring, evaluation, and learning architecture from the outset: establishing results frameworks, indicators, data collection approaches suited to remote Pacific settings, feedback loops, and learning agendas that feed into adaptive management and climate-responsive decision-making.
